The Work:
Serve as the Oracle Applications DBA Lead, driving the design, delivery, and long-term operational excellence of enterprise OCI environments for large-scale federal clients. This is a hands-on leadership role for a technically deep and client-savvy professional who can lead complex Oracle EBS and cloud operations, build high-performing teams from the ground up, and establish the processes, automation, and monitoring that keep large federal environments stable and audit ready. Responsibilities Include:
- Serve as the technical Oracle Applications DBA lead for long-term Operations & Maintenance (O&M) of OCI environments (compute, DBCS, Exadata Cloud Service), owning operational stability, performance, and continuous service improvement across the engagement lifecycle.
- Lead and manage large-scale O&M activities including production support, release management, environment migrations, environment refreshes and cloning, and complex infrastructure troubleshooting.
- Perform and oversee hands-on Oracle EBS Applications DBA functions including adop patching, AutoConfig, full APPL_TOP cloning, Concurrent Manager configuration and tuning, OAM, Forms/Reports administration, Workflow, and XML/BI Publisher, as well as external (satellite) applications and databases.
- Lead platform and cloud migration initiatives, including Solaris to Linux migrations onto Exadata and OCI, covering planning, execution, validation, and cutover.
- Deliver Oracle Infrastructure and Cloud Data/BI solutions, ensuring operational outcomes align with client SLAs and business expectations.
- Plan, schedule, and execute quarterly security patch cycles for the full Oracle stack, including CPU/RU database patches and RUP/AD/TXK, WebLogic, OHS, JDK, and APPL_TOP patches, coordinating testing, CAB approval, and maintenance windows integrated into the annual release calendar.
- Design and operate centralized monitoring and alerting frameworks covering high availability components, execution plan changes, tablespace trends, Data Guard transport and apply lag, DR replication health, lock and session monitoring, and service status across all environments.
- Implement and manage OEM Cloud Control monitoring, including agent deployment and configuration, metric thresholds, incident rules, and alert notification setup across database and application targets.
- Lead Oracle performance tuning across database and application tiers, supporting development teams with SQL and execution plan analysis, tuning batch processing and concurrent programs, and resolving resource contention using AWR, ADDM, and OEM diagnostics.
- Own disaster recovery readiness end to end, including Data Guard configuration and alerting, scheduled DR testing (switchover and failover validation), and complete DR documentation and runbooks maintained to audit standards.
- Drive automation of routine DBA tasks (health checks, refresh post-steps, validation reports, deployments) through scripting and RPA to reduce manual effort and eliminate human error, including RPA-based integration of vendor change requests with ServiceNow. • Own ITIL-aligned Incident, Problem, and Change Management for the DBA workstream, including major incident escalation support, RCA leadership, Known Error Database (KEDB) and knowledge base administration, corrective and preventive action tracking, and elimination of recurring incidents.
- Establish and govern the deployment and change management process for database and application changes, including scripted, repeatable deployment procedures, CAB participation, and release coordination across weekly maintenance windows.
- Establish, document, and enforce SOPs and operational standards (cloning, patching, DR, monitoring, escalation) under formal document management with scheduled review cycles, ensuring consistent team-wide adherence under FedRAMP requirements.
Here’s What You Need:
- Proven experience with platform migrations (Solaris to Linux, on-premises to Exadata/OCI) and large-scale environment refresh and cloning operations.
- Demonstrated experience designing DR strategies and executing end-to-end DR testing with full documentation.
- Strong automation and scripting skills (shell scripting required, RPA and Ansible a plus) applied to monitoring, deployments, and routine DBA task automation.
- Solid ITIL-based service management experience including Incident, Problem, and Change Management, KEDB and knowledge base administration, and ServiceNow.
- FedRAMP or equivalent federal compliance experience including security controls, access audits, and audit-ready documentation.
- Strong process orientation with proven ability to define best-practice frameworks, author and maintain SOPs, enforce standards, and drive team conformance in complex operational environments.
- Excellent communication, interpersonal, and stakeholder management skills across technical and executive audiences.
- Demonstrated ability to build, recruit, onboard, manage, and coach high-performing delivery teams. Education Bachelor's or Master's degree in Business or IT related area.

The base pay range for this position in these locations is shown below.
