You Are:
The Oracle EPM Solution Architect is responsible for federal budgeting, formulation, and execution of the project. This consultant is a proven leader with a strong technical background in Oracle Enterprise Performance Management (EPM) and a track record of delivering end-to-end budgeting and financial transformation projects within the public sector. This resource will excel in business process reengineering, Agile methodologies, and cross-functional collaboration to drive successful outcomes.
The work:
- Lead the design, development, and implementation of Oracle EPM Cloud solutions for federal budgeting, ensuring alignment with OMB, Treasury, and agency-specific financial regulations
- Architect and configure Planning, Budgeting, Forecasting, Narrative Reporting, and Integration components within Oracle EPM to support full-budget lifecycle processes
- Oversee data integrations with ERP systems, financial data warehouses, and external reporting platforms
- Develop and implement scalable EPM solutions, including data forms, business rules, dashboards, SmartView reports, and workflow automation to enhance financial planning efficiency
- Translate federal agency budgeting requirements into technical EPM solutions, ensuring compliance with federal budget execution guidelines, PPBE (Planning, Programming, Budgeting, and Execution), and OMB Circular A-11
- Provide technical guidance on obligations, expenditures, and appropriations tracking, ensuring real-time budget monitoring and forecasting
- Support multi-year budget planning, formulation, and execution cycles, integrating cross-agency data sources for improved transparency and reporting
- Lead discovery workshops, requirements gathering, and process mapping sessions to drive digital transformation initiatives
- Present executive-level demos, system walkthroughs, and change management strategies to ensure seamless adoption of Oracle EPM solutions
- Manage and mentor a team of developers, analysts, and functional consultants, fostering collaboration between onshore and offshore teams
- Lead Agile or hybrid-Agile delivery for large-scale federal financial system implementations, ensuring projects are delivered on time and within budget
- Develop change management strategies, including user training, communication plans, and knowledge transfer programs, to drive successful system adoption
- Establish quality assurance (QA) and testing frameworks, conducting system validation, UAT, and performance testing to ensure compliance with agency security and audit requirements
Here's what you need:
- 5+ years of experience in public-sector budgeting, financial transformation, and Oracle EPM implementation
- Expert knowledge of federal budget formulation, execution, and financial reporting regulations
- Strong technical expertise in Oracle EPM Planning, Budgeting, Narrative Reporting, and Data Integration tools
- Hands-on experience with Oracle SmartView, Business Rules, Calculation Manager, and VBA for automation
- Proven ability to lead cross-functional teams, mentor junior consultants, and collaborate with diverse stakeholders
- Experience in Agile methodologies, sprint planning, backlog prioritization, and iterative development
- Strong understanding of federal financial systems, appropriations law, and budget analytics tools
Nice to Have:
- Bachelor’s degree in computer science, Information Technology, or a related field
Eligibility Requirements:
- US Citizens only (no dual citizenship)
- Interim Secret Clearance required
- Must be local to Arlington, VA and willing to work onsite one day per week
